Title IV Attestation
Federal regulations require higher education institutions to determine whether Title IV-eligible academic programs that lead to professional licensure or certification satisfy the educational requirements for licensure or certification in specific U.S. states and Territories. Bank Street’s professional licensure programs are registered with the New York State Education Department and, as such, meet the educational requirements for licensure and/or certification in New York State. Additionally, as part of compliance with federal regulations, the institution makes good faith efforts to determine whether these programs meet licensure requirements in other U.S. states and territories. Students considering enrollment who are residing in a state other than New York will be required to complete an attestation of their intention to use the licensure in an eligible state.
Outside of New York
Bank Street College is a member of the National Council for State Authorization Reciprocity Agreement (NC-SARA), which allows us to provide distance learning programs to students in states other than New York. NC-SARA membership, however, does not grant reciprocity or exempt us from state professional licensing requirements. As a result, licensing requirements in New York may not be recognized as sufficient to obtain a license in another state. Please refer to the charts below:

Please note that a professional license that is tied to a specific age/grade level, may not align perfectly with the age/grade level definitions of the destination state. In transferring an age or grade bound certification, the new state may modify the exact range covered by the new certificate.
Advanced Certificates and Extensions
Because specialized extensions (Bilingual, TESOL, Students with Disabilities) are embedded into the base NY license, destination states must audit your graduate credits to ensure they align with their specific requirements.

Students should be aware that certification regulations vary by state, so it is best to obtain information about your eligibility well in advance of your intended program completion date. Many US states do not require you to be certified in New York (or any other state). Typically, it is expected that you complete a state-approved program (such as a certification-eligible program here at Bank Street) and then apply in the state in which you are seeking certification. Please note that exams, fingerprinting, or any other specific requirements are not waived. Specifically, you will need to fulfill all exam requirements in any state you wish to be certified in, even if you hold a certification in New York State.

If you have completed a certification-eligible program at Bank Street and need to have a required verification form completed by our office, please complete any information on the form that is to be completed by the applicant and send the form by mail, fax, or email to our office below. We will complete the form and send it off per the state’s instructions on the form.
