Fingerprint clearance is a requirement for New York State for supervised fieldwork within a New York City public school placement. Increasingly, a number of private schools are also now requiring fingerprints. If you are completing your fieldwork outside of a New York City Department of Education organization, fingerprinting requirements and processes differ and it is your responsibility to contact your assigned agency/organization for its specific requisites.

Fingerprint clearance in other states will not be accepted by the New York State Education Department.

New York City Requirements

  • Get Listed On the New York City Department of Education Personal Eligibility Tracking System

The Registrar’s Office will contact you to visit our office during designated time frames to get listed on our PETS (Personal Eligibility Tracking System) roster. You will need to bring your social security card and provide the following information:

    • Full name
    • Date of birth
    • Phone number
    • Address
    • Email address
    • Placement site
  • Check Your Email

Once you are listed on the New York City Department of Education Personal Eligibility Tracking System, you will receive a nomination email to the email account you indicated and must complete all required steps to activate your account within 10 days of receiving the nomination. If these steps are not completed within 10 days, your account will be deactivated and your nomination for student teaching will be withdrawn. We recommend that you get fingerprinted as soon as possible to avoid being inactivated in the system.

  • Activate Your Applicant Gateway Account & Complete all Required Forms

After being added to a PETS roster, you will receive an email from the NYCDOE acknowledging you have been “nominated” for a position and asking you to register in the online Applicant Gateway System. You will be prompted to complete and submit required forms, including the Fingerprint Referral Form, which you will need to take to the DOE Walk-in Center along with your required documents and form of payment as listed by HR Connect.

  • Get Fingerprinted at HR Connect Walk-In Center

You must go to the HR Connect Fingerprinting Unit at 65 Court Street, Room 102, in Brooklyn for fingerprint processing, which is open Monday through Friday from 9:00 AM to 5:00 PM. For a list of required documentation and appropriate fees at the time of your fingerprinting appointment, visit the HR Connect website.

  • Register as a Student Teacher with the NYC Department of Education

All students planning to work in New York City public schools must register with the New York City Department of Education via the online registration system. Visit the Student Registration Page to create a user account and complete your online registration. Even if you have already created a user account to begin the full-time teacher application, you must create a new user account to complete your student teacher registration. This system ONLY registers you for student teaching.

Please submit both personal information and your student teacher placement information as part of the registration process.
